Program Description

First Amendment Issues in K-12 Education. This program iswill be a brief overview of First Amendment issues affecting K-12 public education. We'll cover some of the leading cases from the U.S. Supreme Court, the Eighth Circuit, and other courts. Topics will include: school speech, establishment clause, free exercise clause, clothing, school newspapers and yearbooks, distribution of literature, student clubs, off-campus speech, book censorship, and the pledge of allegiance. This program is being presented for attorneys and education professionals. The program is eligible for 1.0 clock hour of continuing education credit for Minnesota teachers. If you need assistance with obtaining credit in other states, please contact me.

Continuing Education Clock Hours for Minnesota Teachers

Minnesota Teachers: This program has not been preapproved by any district, but is eligible for 1.0 clock hour toward your general 125 hour professional development requirement. This program addresses Standard 10 (collaboration, ethics, and relationships) of the Minnesota Board of Teaching standards for professional growth. You can self-report your attendance. If necessary, you can request a signed certificate of attendance including the date and number of hours, together with the Clock Hour Approval Application Form for you to submit to your district continuing education committee.

Other states: This program is equally relevant to educators in other states and is probably eligible for professional development credit. Please contact me if you need assistance with obtaining credit.

How To Take The Course

This program is being presented free of charge for teachers who can self-report their continuing education hours. If you need a certificate of attendance signed by the program sponsor, there is a nominal $5 charge.

After listening to the online program, you have two options. If you can self-report your hours, then download and print the Certificate of Attendance and Clock Hour Approval Application Form at the following link:

This is a two-page PDF that you will complete and sign for submission to your district continuing education committee. You will certify that you listened to the entire audio lecture.

Some districts will require you to provide a certificate of attendance signed by the program sponsor. I can provide this at a cost of $5. I will keep a record of your attendance and e-mail you a signed certificate of attendance. In order to verify your attendance, you will need to e-mail me the six code numbers given during the program. These numbers are in the following format:

About the Speaker

Richard P. Clem is an attorney and continuing legal education (CLE) provider in Minnesota. He has been in private practice in the Twin Cities for 25 years.
